Campsite/House Plot Question!

So I have Rosie in my campsite right now. I am currently playing as a new character and have not saved yet. I would like to convince her to move in, but I'm not sure if I can. Here's why: my town has 8 villagers right now, but a house plot for Tabby showed up today making her 9. I know I still have one spot open, but can you convince someone to move in from the campsite when there is a new plot in town? I'd just like to know before I save as I don't want Tabby unless I can have Rosie as well.
