Campsite cycle.

So I was wondering that when you get a villager in the campsite, will they be able to camp again before 16 villagers have camped after?

Yes. I once had Poncho twice with only one camper in between his visits. Any villager can camp (unless of course they are one of the last 16 to move out of your town)
