Campingsite question

Hi all,

I’m sorry if this question has been posted before, but I currently have 9 villagers on my island and no open plot. One of them is Sterling. I have a camper today, Olivia. She’s not my favorite, but I like her a lot better than Sterling. I wanted to ask Olivia to stay and let her take Sterlings place, but she keeps saying there is no space for her to move to my island. Does kicking out villagers only work when you already have 10 villagers?

If you want to later you have the option to use an amiibo card of a character you do like and at the 10 count push Sterling out.

So I have an amiibo of O'hare and I have him in my campsite. I have a villager (bubbles)moving out tomorrow, but o'hare wont say he can move into the soon to be available spot and wont swap with anyone. Now bubbles is leaving tomorrow but the issue is that I saw a video showing that a camper will appear the day she moves out, can I get rid of them with theO'hare amiibo? what will this do? this wasnt an issue in new leaf and I am just confused
