Sorry, this may be confusing...
I'm hoping someone can shed light onto an issue I'm having with my cycle town. The town is set up so that PWPs greatly influence where people are able to plot. Months ago I had 9 villagers and 3 alts. None of the spots houses plot were available when I invited a camper. I received a letter day(s) later saying she(the camper) changed her mind and wasn't moving in. I deleted the 3rd alt and haven't had the issue again til yesterday even though many villagers have moved through town.
I replaced a small pwp with a larger one to keep houses from plotting on my path. It did not at all affect the number of houses able to plot in the area, just that they were held back a row. I was due to get a 9th villager...but I didn't. I loaded my mayor changing the day forward days, weeks, months, years. Nothing. I then deleted a pwp and had a villager plot where the now deleted pwp was. There were 3 areas open where houses have plotted many times. I didn't change anything in those 3 areas. [Villagers have plotted in two of the areas since.]
Fast forward hours of speed cycling. I invited 3 different campers, they agreed, I then received a letter the next day saying they were no longer moving. There have been at least two open areas they could plot each time. Other villagers, the random 9th it gives me, have moved in and out of the areas.
Why, oh why, won't campers move in now? =(
Any help is appreciated.
Also, while I was slowly cycling villagers through my town it had no problem giving me villagers even though there was only one area they could plot. This is a digital copy, if it matters.
