Camper move-in question

Hey guys, first time posting so sorry if this is not where this should go. Anyways, I currently have 8 villagers. I am on a new save file character for the reset trick and found that I have my all time favorite villager camping, Snake. However, I discovered that Bella is moving in tomorrow (her house is being built).

Can I get talk Snake into moving in even if someone is building there house right now, because I still only have 8 villagers?
