Bushes next to PWPs or buildings

I dont understand either
in real life I got bushes growing right next to my house, like against the wall
they're healthy and have no problem growing :C

so I dont get the reasoning behind them not growing in new leaf when placed next to a house

I personally think that its to stop people from potentially blocking off parts of the town and zoning villagers. The same reason you cant put them next to cliffs.

What if I WANT to put bushes next to my geyser? Now I have to demolish it :C

I'm not saying I like it, I want to put bushes next to my police station. I'm just saying I guess I kinda get why they don't let you.
