Bushes in front of villager house

I know that bushes need two spaces in front of a humans house to grow, does this apply to villagers too? Greta wants to live by the river, but I really want trees in front of her house. At the moment, her house has three spaces in front of it, one touching the house, one on the river edge, one in between.
