During the first week of October, Jack will appear to let players know about how the Halloween festival works. Even though you'll only see him once, the game gives players a full week to get a chance to see him (since not everyone plays every day). The game considers all of those days to be event days, so you can't work at the Roost until October 8th. I know it seems pointless, but that's how it works.
