Brewster's Cafe

How do I get the Cafe now? I have things in every exhibit (art, bugs, sea, fossils) and still don't have it yet. What do I do now?

Talk to Blathers in the museum and he'll mention you to get Brewster.

After that, talk to Kapp'n at the port and he'll take you to an island. Brewster should be wandering around and don't forget to talk to him because it's important, he'll also give you a gyroid fragment. Then you should go back to the museum and talk to Blathers again regarding Brewster. He'll mention the museum will be closed for the next day for renovations, but the cafe will be unlocked

Remember that fish and sea creatures are 2 different things, so you will need one of each if not already. This is where a lot of people run into trouble when trying to get the Café after resetting.

You may also need to have at least a 3 star island or at least just have K.K. unlocked.
