Brewster nowhere to be found?

I still do not have any hint of Brewster and I'm not sure why.

I have gone on kapp'n tours.
I have items in every section of my museum.
I have the 2.0 update.
I've reached 3 stars on my island.
I'm on my island rep.

Yet Blathers never mentioned him, and I've gotten no sign of him on any Kapp'n tour. Is it because I reset just before the update? I'm not sure what I'm missing, though I did TT backwards to summer, so is it possible the game isn't registering it or something? I'm lost. I don't have the dlc, is that why?

Did you donate a deep sea (diving) creature?

Based on what you said, the likely thing you're missing is something museum related. Make sure the museum is able to accept art donations, and make sure you've donated 1 item from each of the 5 categories (fish, bugs, sea creatures, art, fossils).

That's gotta be it then, I never did any diving stuff because I hate it. None of the guides I read mentioned diving at all so I didn't think of it. Thank you!
