Breeding in fence?

Hello,
I read somewhere that flowers won?t breed in the fence. Is this true? I also read that villigers can?t plant flowers in it themselves.
I have three flowers that I watered, and I will see if anything happens. Just wondering if it?s pointless to leave room for hybrids in there.

You can breed flowers and hybrids in the fence interior, though it is more efficient to breed flowers and hybrids on the beach. I've never noticed any of my villagers planting flowers in the fence interior.

Okay, thank you for the advice. I am breeding on the beach primarily, was just wondering if I could put the fence to use.
