Are you a TT'er? Depending on exactly when you started, the majority of non-TT'ers shouldn't be able to unlock the upgrade until tomorrow even if all other conditions are met.
*Sorry it's not tomorrow, I forgot that it's 30 days since the shop opened, not since the game started. Assuming you got the shop open on day 3 of playing (the earliest possible), then it should be available to you in 3 days
