Bonbon is in my campsite

So, one of my villagers (Teddy) is moving out and therefore I've gotten Bonbon in my campsite. She seems sweet, but not a dreamie or anything, yet I've talked to her numerous times and all she does is play a game where either I buy something from her or vice versa.

But she won't move in? :confused: Any reason for that?
 
If you have 10 villagers, she can't move in. It doesn't matter if one of them is moving :c

Ahh, that must be why then. Thanks.

Not sure if this was possible so I'll ask anyway. If someone is in the campsite that someone else wants, can an out of town character come over and ask them to move into their town if they have less than 10 villagers?
 
As rivulet said, you can't invite anyone in as long as you have 10 villagers. If I understand correctly, Teddy is moving out today, right? That means he'll still be in your town today, and your town is thus still full.

Also, by "therefore I've gotten Bonbon in my campsite", I'm wondering if you think that a villager leaving triggers a camper to show up? If so, this isn't the case; campers show up at random, regardless of how many villagers you have.

Edit: And nope, unfortunately people from other towns can't convince your camper to move into their town!
