A villager must be in your town and in boxes for someone to come tell him to move to their town. If the villager is in your campsite, they can only move into your town. No one can come get him into their town.

A person can't take campers from your town. The camper must move in first, then when he leaves, you can trade him.

If someone is camping they are only visiting. Tomorrow the villager will be gone (unless asked to move in).
