Blue tulips and other hybrids?

I saw on someone's Twitch stream awhile ago. They had blue tulips on their island. I'm not sure how to get blue tulips. And I know what shape the tulips are and know the difference between tulips and hyacinth.

So how do you get blue tulips?

Blue tulips aren't in New Horizons. If it was night-time in the stream, you might have seen some purple tulips. They look very blue at night.
