Blue Roses?

I'm having trouble breeding blue roses, I had 2, placed them diagonally from each other on my beach and watered them, they bred really quickly and I had around 30+ very quickly, however, without thinking, I took my beautiful town ordinance off, and lost them all.

I started again, with 5 blue roses in the diagonal pattern on my beach, as I has before, but they don't seem to be breeding? Only white and red roses are spawning. I'm doing everything exactly as I had before, but no blue roses..? The same is also happening for blue pansies, all other flowers, except blue, are breeding as expected. I'm just wondering if there's something I'm doing wrong?

As far as I know, it's just random chance. Blue roses have a chance to produce blue or red roses, because they're bred using red roses. Same with the pansies producing flowers colored the same as their parents. It's kind of irritating because sometimes you just get stuck in a rut of breeding non-hybrids, but there's really nothing that can be done to change the probability.

I thought so, it just seems odd how it was so easy last time, yet nothing this time! Thanks, Just going to keep watering them and hoping for the best ~
