Seems to be a beta squirrel that was never completed. His real name is a jumble of symbols, but the wiki refers to him as Blazel, the cranky squirrel. He looks like Bliss and Caroline.

His only phrase is one of Kappn's sayings. What I found weird is that he usually appears male, but he sometimes appears female.

Later on, the game confuses him as Jambette.

So what do you think of Blazel, and are there any other weird beta things in the Animal Crossing series?
 
I think the name "Blazel" came because it looked like a cross between the villagers Bliss and Hazel (now known as Sally, as a result of localization errors involving the villagers (New Leaf names) Hazel, Cally, and Sally.) Side note: Bliss and Caroline are the same, with Bliss being renamed Caroline for Wild World onward.

There's a piece of beta furniture that the programmers accidentally left in the game. You can get it as a prize from villagers in igloos. It's a white triangle and it has "ダミー" on it, which means "dummy" in Japanese. It doesn't harm your game, so you can safely keep it in your house.

There are also a few unused outside items, such as the "bluefish", which is a blue fish with a hook in its mouth, which was likely to be used for dropping fish outside, the paper airplane which, when placed on the ground and then the player enters and exits a building, doubles in number. This will eventually spread across the whole acre and render it unusable. Lastly, there's the sickle, which was likely used to cut down many weeds and flowers at once. Its outside sprite resembles a tool box like the ones in New Leaf.

Blazel seems to be completely missing from the N64 game, which leaves me to believe that she was either intended to be an islander or a special character for the island, hence why her personality is always incorrect when trying to get her into your town.
