Blanca is a no face cat that players can design a face for her, she randomly visits your town if you are connected to the WFC. When you talk to her you get the option to design a new face for her.
and no you do not have to give her anything.

she is some1 who comes to ur town if u been on wifi latley which u draw on her face and her face stays like that till some1 else draws on her
