The years 0-999 were the first millennium, while the second millennium consists of the years 1000-1999. The third millennium started in 2000 and goes until 2999. 1991 is in the second millennium.
As you probably know, the 1900s is often called the twentieth century, as it consists of the 20th century (the years 0-99 consisting of the first century). However, since we're counting from the beginning of the latest millennium (the second one, in my case), then we're talking about the tenth century in the second millennium.
The year is counted from the beginning of the latest century, in my case that is the year 1900. Counting 1900 as the first year of the century, then 1991 was the ninety-second year in that century.
