Both Rudy and Chrissy are tier 2. You can view the complete tier listing here, though I also take into account how often I see certain villagers show up in sigs/discussions/etc. There are times when I'd opt not to adopt out a villager on a first come first served basis if I think there'd be a substantial amount of interest for them.

In any event, both Rudy and Chrissy will be raffled once they're moving. If you'd like, I can contact you when that does happen so you can be sure to enter the raffle(s).
