The town is Beautown, not named after the character, the mayor is Inigo and the friend code is 4613-9228-8369. Since a villager I don't like is moving out and I doubt anybody else likes him, he's free.
Asides from that, my residents are; Tipper, Peck, Boomer(moving), Annalisa, Lobo(reserved), Flora, Shep, Tammy and Merengue is moving in.
Prices will usually start as 20 TBT but for popular villagers it might go up significantly. You can also suggest your own price. As a last note, I am also cycling these on the Aninal Crossing Amino so the villagers are first-come, first-served.
