I've heard elsewhere that Harv can give you beans to feed to the birds? Is this true? Does anyone know how to get teh beans? Maybe it's something he sells?

I just checked and it's true you can get them from him. Talk to him using they "Heya, Harv!" option when he's feeding the birds himself and he will give throwing beans to you. It might take a few tries though.
