Yes, Feng Shui operates in the Basement.
Remember, Lucky Items ONLY get you HHA Bonus points. Since, HHA scoring does not apply to the Basement, Lucky Items will not score Bonus points there.
Lastly, the Four-Leaf Clover and Washer/Dryer are NOT Lucky Items in ACNL. Lucky Items vary by month. Consult my FAQ for details:
