Balloons not spawning?

More often than not, I'm having difficulty with finding any balloons. I've long since figured out that 6am to 6pm my balloons spawn from right to left, and than 6pm to 6am they spawn from left to right. Also that 0:04 and 0:09 is when they spawn but they don't reach shores until about 0:05 and 0:10.

It seems as if they don't spawn at all more often than not??? It anybody else having this issue?

I have noticed this recently I am also having trouble trying to see my balloons

I'm getting balloons as much as I ever have.
Not seen a difference at all

I would try quitting and reloading the game to see if that helps

Balloons can only spawn at two specific time slots. Something like x:x4 and x:x9 . But there's not a 100% guarantee that one will spawn.
