If you got the Nintendo Spotpass this week, the guy has a green heart balloon you can order. He's C?sar from Tijuana.
If he's not in your HHS, I can give you the one I ordered or order as many as you'd like.
By the way, just so you know, you get balloons by streetpassing the same people several times. You start out with a plain, round balloon, then bunny balloons, then hearts, and maybe some others. You get other items as well that are really cool. And, if you (or someone else) displays the balloons in your home, others who get you in their HHS through streetpass can order the balloons!
