Hey!
I was wondering...
Is there any way to know when the Badge guy comes?
Also if anyone could find me a website of all of the badges that would be great too.

Talk to Booker or Copper (depending on your police station type) and ask if anything's going on. They'll tell you whether someone is here or not.

They don't notice Phinneas.

He will show up the second you switch screens after you completed a badge achievement and will stay until you take the badges he has, unless it's raining. Sometimes he has multiple badges to give. He may not appear during events though but he'll be waiting for you the next day.

They do actually. Someone had a pic of them saying that Phineas was in town.

Also, villagers will also talk about Phineas if he's there.

I find out from Copper nearly every time. Thonky has a good guide for badges.

I'm not sure, but you could try using the megaphone to call for Phineas. I've never tried that myself, but it might work to locate him.
