Badge Count inaccurate?

Ok so I've been working on getting my badges, mostly the balloon and diving badge, and I noticed that it was inaccurate. I had 0 Balloon Popped for my Balloon Badge. I started popping them down and exactly at 30, Phineas gave me my first badge which is 300 Ballons Popped. I was like, "ohhhkayyy, that was fast." Then I proceeded to count the balloons I popped and right at 75(plus the 30 I already popped), Phineas gave me the Balloon Buster for 1500 Balloons popped. Whaat?

Another story is, I had a third town that was just sitting there to collect weeds for my Weeding Badge for my second town. On my second town character I already had 1900 and I pulled 1500 weed from the third town which is 3400. The Weeds Sniper is 5000. I was super surprised Phineas gave me the Badge when I didn't pull 5000 Weeds.

Anyway, did anyone else have this problem? Or maybe a glitch or something? Not exactly sure but it's ok with me, I wasn't looking forward to popping 5000 Balloons anyway and yes, I do keep records of my progress with my Badges. It give me a good idea when I'll get it. I think since you got your balloon badges on nice round numbers probably your source telling you it had to be 1500 is wrong. I have my bronze balloon badge and no way have I popped 300 balloons. I HATE popping balloons but do it for the badge.
I'd like to know if you can get bug/diving/fishing badges just for using the tool a number of times (like attacking villagers with your net! muahahah!) rather than for actually catching anything. It's not something I'm willing to test (2000 net whacks is a bit much to pull off, even on the most annoying villager).
I want to know how many dreams I have to go through to get the gold-level badge. Soooo boooring...

Omg! I'm so happy someone is doing the same thing I"m doing.
I used Thonky and ACNL Wiki. Wiki is different. I was thinking maybe the Wiki is accurate in some badges. Even so, the Ballon badge is correct on Wiki with 105/100 for the silver Balloon Badge. But, the Weeds is the same 5k. I was also thinking that as well when I was trying to figure it out, that the Dead Flowers and Clovers count. haha! We think alike, I was actually going to test the Bug/Diving/Fishing theory of actually using them or if you catch something while using it counts. Probably on a new character though. OMG! I know, I have 50 Dreams Left on my Dream Badge. Good luck with your progress!

Maybe you could find a monkey villager to test it out on...

No hitting doesn't count. I kept tabs of the amount caught with my side players.
The wilted flowers count but I didn't know the clover counted. Kept track of the amount of weeds each player pulled and got the badge sooner because of the wilted flowers.
