When you have a villager move out sometimes they go into the "void" basically if you streetpass someone or have someone over to your town even if they didn't recruit that person to their town they can sometimes pick them up from that void because their data hasn't been fully erased. So in order to clear your void you visit a town with 10 villagers so that person can't pick them up and their data clears so no one else will pick them up either.
 
MightyMunchlax already explained, but sometimes when a villager is moving out and you don't let them move to another town they'll go into the void and if you have wifi'd/streetpassed with someone they have the possibility of getting that animal move to their town. Once the villager you voided has moved to someone else's town, you'll have a "clear void".
 
Basically, your save file remembers the last 16 villagers that moved out of your town. Void is basically what people call it when a villager moves out of your town, but they don't move into another town. Their data just hangs around your save file, waiting for the chance to go into someone else's town.

You cannot clear your void. Regardless of what people say, your save file will still remember those last 16 villagers and if one of them was not adopted, they have the chance of moving into someone else's town if you visit it or streetpass them.
