I dunno if there's a limit in the number of characters in a pic... but if not, would you be willing to draw my whole town + mayor in the simple shading style? Total, I think would be 10 mil?

That is quite a lot, yes. I would like to say I could, but realistically I'm not sure if I would have the time.
I could do 5 villager characters + the Mayor, if that would work.

It depends on the neopet to be honest. For the simpler designs I would charge villager, and for the more complicated ones I would charge Mayor.
