One of my dreamies, Phoebe moved out of my town, like wtf I literally just got her a few days ago and now she's gone. I was TTing but I was still talking to her too and everything, this is so sad. And. Can't get her again until that stupid 16 villager cycle thing happens, ugh so annoying. ;_;

I guess regularly talking doesn't work 
whenever I TT a lot I make it a habit to walk around until someone pings me. They usually talk about moving and then I can talk them out of it. Other villagers will drop hints about someone whose thinking of moving away too. Sorry you lost your villager, that really sucks :/ good luck to you!

I'll try to be more careful next time, thanks for the tips! Some villagers did try to ping me, though they were ones I hated (and the best method for them to move out is by ignoring them) so a I didn't talk to them. :/

When I TT, I always start the game as a new character first to check if someone is in boxes or has moved out. That means that if I quit without saving, I can still go back and keep them from moving using my mayor.
