Are there villagers that are unpopular but you don't understand why?

I appreciate, and am impressed by, Hound00med's efforts with maintaining the thread on villagers' popularity rankings. But, I don't take it too seriously. Much of it sparked my interests in experiencing numerous of the Top Tier villagers. It ultimately doesn't determine which villagers comprise the casts of all three of my active towns. (As if all 30 villagers were ones which ranked from Nos. 1 to 30.)
From the three you mentioned, I haven't experienced any of them for as long as I've been playing "Animal Crossing: New Leaf." My first town, Applewin, began on August 17, 2013. I don't think any of the three you mentioned have been in my campsite. From those three, I found myself most interested in Drift. Those YouTube videos are great! And Andrew Arcade, whose town is Arcadia, had Drift as one of his first five starters. I'm not sure if it was Andrew or if it was Drift; but I did have an interest in Drift. That was months ago. There are over 300 villagers in the game of "Animal Crossing: New Leaf." And there are a number I haven't experienced even in a Dream Address visit.
I just added the Jock frog Cousteau to my third town, Temps. (He replaces Jock anteater Antonio, who I adopted out to a Bell Tree Forums member because I wanted to try a different Jock.) I was impressed with Cousteau, who I had in a cycle town, and find him charming and very good-looking. I love animals in blue and yellow, apparently, and Cousteau is fine. (And he strikes me as a classic.)

Ooh, yeah. Knox and Sterling are awesome. I had Knox in my last town and he's one of my absolute favorites.

Considering that a lot of villagers based off something else such as Drago, Julian, Lucky, Phoebe and Ankha are high-tier villagers, I'm surprised that Clay's just a Tier-5, if I remember correctly. Not only does he have the design of a Dogu, which I love, but he's quite possibly one of the most charming villagers to ever grace the world of Animal Crossing. Of course, this may be personal bias, seeing as he's one of my favourites...

I absolutely love Biskit and am surprised he's not really popular! Same with Shari, Amelia, Sally, Chow, Eloise and Benjamin.

Paula. Seriously, why is she unpopular? Is she really that ugly? She has such a friendly smile, and she fits the role of an uchi so well! Seriously, what's better for a tough big sister than a grizzly bear? She's absolutely perfect. I will never understand the hate that Paula gets.
Walker <3 Cute little lazy doggie. He's been my absolute favourite since Wild World.
And Daisy. I've seen a few people asking around for her, but when she was in my cycle town, I don't think I found her a home, and I really tried. If I'd had a spot, I would have moved her right into my town.

Definitely Greta. I'd never even heard of her until i started planning my zen town, but I absolutely adore her. She's cute too although the creepy eye things she does is a little....
Also tammi. I get she's not adorable but I think she's pretty.
