Are the 3DS / WiiU only available from Amiibo campers?

I've been buying plenty of fortune cookies, but I'm starting to run out of play coins!

As far as I know you can get 3DS from fortune cookies but I have not heard anyone getting Wii U from them. Some amiibo figure like Isabelle sells 3DS with her design on it. The ones you get from fortune cookies i think will be plain.

i'm just wondering if they're only from campers that you get from amiibo figures - i might just have to splurge and buy one!

YES you can! My Villager Amiibo allows you to order a Wii U and KK Slider allows you to order a 3DS!

No you can get them via Cookies as well!
