Are saves on console?

Are ACNL games saved on the console/memory card or the game cartridge?

I've got an extra copy of the game and I was wondering if I'd need a separate 3DS to play it

pretty sure its saved to the cartridge, so you're good

Cartridge saves to the cartridge. Downloadable saves to the DS.
