Are ROMs illegal if you own the actual game irl?

Is using a ROM illegal if you own the game (in real life) you're emulating? Reason is, I own Driver 2 for the PS1, and my PS2 stopped working (D':). I also want to record clear footage of DS games (ROM with screen recorder).
 
Supposedly, most people tell me that if you own the game in real life, you can have a ROM of it. But I don't know if it's actually true.

Anyway, I think they're illegal no matter what. But I'm not sure about that. =_=

i don't think there legal just because you have the game, but idc i might even get pokemon platinum ROM for vidding has well
