Are ROMs illegal if you own the actual game irl?

Is using a ROM illegal if you own the game (in real life) you're emulating? Reason is, I own Driver 2 for the PS1, and my PS2 stopped working (D'. I also want to record clear footage of DS games (ROM with screen recorder).
