Are PWP requested influenced by friendship level?

It seems like my PWP requests usually come from high-friendship villagers. Anyone else feel like this happens to them?

The PWPs I want most (that metal bench!!!) belong to Peppy and Cranky villagers, who I tend to not like much. Especially Peppy. On the flip side, it seems like I get the majority of requests from Lazy, Smug, and Normal villagers (all villagers personalities I have higher friendship with in-game). I've also noticed lazy requests almost always come from Bob, my in game BFF, and not my 2nd Lazy villager who I'm pretty neutral towards.

I do the trap with holes + wetsuit trick, but every ping I get from my Peppy villager is pointless stuff like thinking she can read my mind.

Am I imagining things because I could not care less about balloon arches and tire toys, or is friendship level a real factor in the likelihood you'll be pinged for a PWP? Should I start showering my Peppy with letters and gifts and favors?

I don't think so, but I could be wrong.

I time travel and don't really send letters or excessively talk to any villager (except for apple cus she's soo cute. xd) and I get the same amount of requests from random villagers.

I got one from teddy whom I ignored for the most part other than when he pinged me, I've gotten one from annalissa who I didn't even know lived in my village till she pinged me. xd
and I got one from Kid Cat who I kept wacking with a net to get him to move out cus he moved right under my train station. xd

Most of requests i get come from jock characters andI don't care much for any traffic sign. :[

I finally unlocked the police station and it was from a villager that had recently moved in.

so I think request are completely random.

Honestly, I don’t think so. Seems to happen randomly.
