Are Merry and Felicity Sisters?

They look way too similar and they pretty much have the same hair color, Merry could be the younger sister? What do you guys think?

They don't seem related at all to me. I'm sure that if that were the case Nintendo would have made a more obvious indication. I don't think I've seen this theory before at all either, so...yeah.
