For my snooty villager, I usually put "that's hot" and it's funny every time.

I made Eugene's catchphrase. "Cheapskate" Cause his name is Eugene and you know a person named Eugene that's a cheapskate. 
I like using pokemon for catch phrases, usually ones of the same kind of animal as the villager. Though sometimes I do silly things like "afunano". One catchphrase I was particularly happy with was Iris (Hazel in the loc, but her JP name is important), I gave her the catchphrase "kodomo ne", which is like a catchphrase of Iris in the pokemon anime. Didn't mind it when she stopped using it, but man that was a great catchphrase.

I either keep it a their first catchphrase or relate it to the species.

I normally just go with something I think suits the villager.
For example, I gave Eugene "Daddy-o"

I make uchi villagers say stuff like "Homie" or "home slice" and other slang that relates to her personality. I used to make smug villagers say "cutie" or "sweetie" but then it got creepy. My sporty villagers have a plethora of catchphrases that always have the word "Bro" in them, like "broskie", "brozinskie", "Bronato" (like tornado), I basically make them into stereotypical frat brothers =p
I have a cow who says "beef" (is that cruel?) and a cat that says "purr" (i'm so original!). I also have my lazy villagers have food or food terms as their catchphrases.

Zell had bad puns, "Deer me!" and so on, till he got flirty, then it became "No homo",
Drake looks like Dolan, so he's "Gooby pls",
Bunnie gets variations on her name, "Bunnilicious", "Bunnirific".
Amelia has "MURICA!" and "FREEDOM!"
Marshall's will be "Deez Nutz"

For those of you that know Charlise, you'd know her hair looks like one of the ghosts from PacMan. So her catchphrase is "PacMan ghost hat" because "PacMan ghost hair" didn't fit.

Julian wanted to change his original catchphrase, glitter, so I gave him "sparkle"...

I made Peanut's "darling", which I think fits her rather well, and Puddles "gurl", which combined with her greeting "hollah", amuses me. I wouldn't put too much thought into it. If you don't have any ideas, it's better to be on the safe-side and not change their greetings or catchphrases.
