Anyone know if we can bring Special Characters to public buildings with Amiibo Cards?

I've brought them into villagers houses with no problem, but when I try to get them in the restaurant it says something about them being busy :/

I don't think you can. There was a live stream that I was watching earlier and the person tried to put a special character as the manager of the restaurant and there were not able to as well sadly

That's a shame. With it showing them in the "montage" when you first make the public buildings I thought it would have let you :/
