Anyone else have problems with Public Works Projects and boulders?

For the longest amount of time I've been planning on putting a flower clock in a certain spot in my town. When I finally achieved perfect town status and tried to build one there I learned that a boulder completely foiled my plans, heh. Has anyone ever had a problem like this?

The boulder in question if anyone was wondering:
 
My issue wasn't with a boulder, but rather the Event Plaza. I wanted to put a Zen Clock along the path between my Train Station and Event Plaza, but I didn't know how much space the Event Plaza required. The only way I could put the clock there was to set it right next to the stones around the Train Station. I was hoping to center it between the two. Anyway, I found a new place for the Zen Clock next to Town Hall and I'm happy with it now, but it was very frustrating at the time.
 
Yes, and it made me so angry that I molded my game and console just to remove the rocks 😭😭
I was fine with the PWPs, but the rocks destroyed two of my paths, first the one that went to re-tail (there was a rock right in front of it) that also made it impossible to plant trees bordering it because you can't put trees next to rock; and another one near where lots of villagers lived, which broke the path connecting them.
I don't think I have ever felt that much inner peace than on the moment I removed the rocks, they had been haunting me for years lol
 
You know replaying New Leaf I realized that because I am so used to New Horizons that it takes so long to build simple items. Like for example a "Yield Sign?" What sense does it make to invest so much bells just to build it? The same thing when trying to build a Bench. Its a literally a bench to sit on.

New Horizons has spoiled me with the whole placing items down anywhere you want outside that it makes going back to New Leaf so much more frustrating.

Congrats on getting a perfect town! Boulders sometimes with suddenly change overtime to a fake rock, at least on a rare occasion… btw I got a perfect town as well!

Yeah, I mean public work projects take time but NH took away the hard work of accomplishing that, and that’s what makes animal crossing, you know, animal crossing.

I had the same issue, and it was one of the reasons I just modded my 3DS the other day so I could use a save editor to remove the rocks that were in my way. In the end, I had NINE total rocks in my town and I would say that at least half of them were in my way when it came to putting down PWPs or trying to get villagers to move to certain spots in town. Super annoying!
