I'm working on my island but the villager choices are confusing my tiny brain so any recommendations appreciated 
Any Villager recommendations for an aquatic-core island theme?

Phoebe is a perfect villager to an aquatic theme.

Alligator, frog, and octopus villagers would work well for an aquatic themed island (with the exception of Del, Ribbot, and Cephalobot.. maybe).
Flora could be a cute addition too cuz she's a flamingo and they're always standing in water eating shrimp.

Also, remember the hippopotami! And possibly penguins.
ETA: While penguins are a southern hemisphere species they don't all live on Antarctica where there's always ice and snow, so Hopper (a rock hopper penguin) especially would be very appropriate.

Lily is a frog villager, I think she's be a good choice. I personally really like Alfonso, a crocodile villager (he's in my wild world town, and I think he's great)
For species I think you should go for frogs, crocs, hippos, and ducks! Maybe even elephants too, I would think they fit the theme

I don’t have any suggestions besides what others have already said, but I’m really curious about the design of your aquatic island! Is it going to be large bodies of water, or are you keeping lots of land and decorating with aquatic-themed furniture like the fishing tourney items and mermaid set? I’d love to visit when it’s done!
I was going to suggest some of the birds, but the ones that would really go great are sadly npc like the pelicans. There's still Flora (a flamingo) ducks, frogs, and octopus. But now that I think about it, there aren't a lot of choices for aquatic villagers or even semi. Wardell would be great, but again he's an npc.
You might have to get a bit creative with your villager choices so you can have some villagers that are more fish-like and not just ducks and frogs. Oh you also have alligator/crocodiles to chose from! And hippos. It really depends on what kind of theme you're going for.

Are you also factoring houses/house decor? I definitely recommend checking out frogs. Lily's got a real cute one that I think would vibe really well with an aquatic theme! Lots of penguins have icy/water rooms but idk if those would fit with your vibe. Alli the gator might be another good fit. Then there's some ducks who also have a kind of water/beachy themed house: Joey and Scoot, also maybe Pate. Out of the hippo's Harry has the most water-like room. Bud the lion probably has the best beach house. Then there's Daisy the dog who doesn't necessarily have a water-themed room but she's got a real nice blue/white colour scheme and exterior that might fit with what you're going for.

i have the dlc so i can always customize their homes im mainly just looking for the villagers ^^

In that case the octopus would really work well. I think there's only two to choose from? Marina and Zucker. Other than those two I don't really think there are any other full-aquatic villagers. If you're going swamp theme, the alligators/crocodiles would work. Just depends on what you feel like doing.
