How do you even trade villagers? How do you even know they will go to the town?

When a villager's in boxes, he/she can be claimed to someone by wifi / local multiplayer / streetpass. Trading villagers is more specific than that, but generally it's just letting someone come over to get your villager, and vice versa.

I still don't understand how the villager just moves in to another persons house. Like, how do you make it so that it happens?

You just talk to them and say to move in your town then skip a couple of days, BOOM there in your town...
