Amiibo villager won't move in even with plot

This is false. Many villagers share same house designs. However, several also do not.
I removed Soliel with Ankha via Amiibo and her house is different both inside and out.

Yup,I moved in Joey via Amiibo card and while he took over the exact same spot as Skye(the villager that moved out),the interior and exterior of the house are definitely Joey's.
