Amiibo camper not kicking out a villager after 3rd visit?

So, I want Del in my town so I invited him via Amiibo, I did his 3 chores for 3 days, and he's ready to move in, he asks resident services, and says that I already have 10 campers. And that's it. He doesn't do the thing where he tries to convince someone else to move out. I've talked to him over 20 times, and I'm on the 5th day of having him as a camper now, each day where he's ready to move in, he says my island's full and nothing more. Is this feature not guarenteed? What could be the cause of this? Has anybody else ran into this issue?
 
The only time I've encountered that is when I still had space for one more islander, I just hadn't put down a plot for them to move into. They would tell me that they can't move in because the island was full, when in reality, I just needed to verify if I had more plots to sell with Nook. Maybe check to see if that could be the issue, just in case?

Oh my god... that was it.. I can't believe I miss counted 9.

Haha, no worries! Like I said, same exact thing happened to me. I felt really silly when it happened to me too :)
