The party popper collectible? It was released on the 2013-2014 new year's as an event collectible. Like the tbt beach party, spellectables, pokeballs, eggs, etc. it's probably not going to get restocked.

Same and I couldn't get either. ;^; I might try to buy a star wand at some point but idk.

I think that I like the moon wand more than the rainbow feather but that's just in my opinion. In general i like the glow wands more than the feathers.

In all reality, I'd be happy with any rare/uncommon collectible restock. Like some hybrid collectibles, that the mods said we were gonna have awhile back.
