Advice/Help for cycling villagers? :c

Hi there! I recently got another copy of AC:NL and want to cycle villagers on it, but I'm having some problems D: I have 9 villagers that all moved in on their own and have activated my TPC, but no one will "ping" me to move out! I've TT'd day-by-day for two in game months and walked by everyone, but no one wants to leave??? I'm living in a tent at the moment and haven't got my mayoral approval rating, so I was wondering if that affects it? Thank you!

That, probably. They won't ping until the approval rating is complete.

asdfghjkl considering I want to reset my town a lot, that's going to get annoying fast. Thank you xD

Also talk to your villagers untill the stop giving you advice about living in the town!
When I did TT-ing I found 1 town with some good starters and just kept that town "flushing" villagers out untill no good villagers where left to move in.Good luck!

You need to get an approval rating and access to the island first.

Acces to the island isn't necessary for villagers to move out

Not true! I am cycling now without either of those. You need:
9 villagers
Talked through all of the beginning dialogue (where they tell you how to do stuff, buy stuff, etc.)
