Adding a character to my town?

I know this seems like a newbie question, but how do I add a second playable character to my town?

On the title screen, choose "New Save File" instad of "Continue." c:

Wont this start a new game entirely?

No, it makes it seem like it does but it just brings up the opening scene where you answer Rover's questions. But this time, he mentions your town name and how he "has a friend" who lives in the town. :3
