SHORT ANSWER= Yes you can reserve a lurked villager

Reserve trumps a lurk.
Reserves can only be made on current villagers, but lurks can be for any villager. That's why I message a lurker to tell them their villager is in my town. I note the date and time I sent the message, and they should come here and make the lurk into a reserve now that the villager is current. (most don't) The reason I suggest that is because a lurker could have waited a long time for a villager, but someone happens to be on the right thread at the right time and snatch that villager. It's totally within the rules. In the case of Mira, She arrived in my town and 45 minutes later, she was in boxes.
