As per my rules, her reservation get's her 24 hours to pick her up, then she can go to anyone, so YES

I'm not liking the 24 hour wait, my cycling is literally on hold for an entire day. I will change things as we go along to streamline the process. Maybe a reservation gets a 12 hour wait for a T1, 6 hour wait for a T2, 3 hour wait for a T3, and 1 hour for a T4 & T5.
I don't know.

Okay, I changed the rules a tiny bit.
Void times changed, but changes do not affect Velma (I won't void Velma)
I changed the reservation fee to 10 tbt instead of 20 tbt.
Also, I made T4 - T5 reservations 1 tbt each, but it doesn't affect current reservations. (Is it Affect or Effect?)
Finally, if you don't have the tbt for a dreamie, I can work with you if you reserve him/her.

well in cycling threads like this its always good to read the posts on the first page since thats where the Original Poster (OP) sets their rules on Reserving villagers and Lurking! Lurking means you want to be notified or told whenever a certain villager is available and goes into boxes! I too have a Cycling thread (ToadTown)!
