Lurking means simply that you will be notified when your desired villager is either in town (NEW) or in boxes (Ready to pick up)

Gladys is in my town, You are more than welcome to Lurk for her, but since she is not reserved (only lurked by someone else), you can also reserve her.
Reserving doesn't cost any more than normal except that Gladys is FREE, so there is a 1tbt reservation, but that's it!
