If I have a villager in boxes moving in, can they be adopted by someone else so that they move out before they get the chance to unpack?

I don't think so. They shouldn't say anything like "I am moving here to Bloom Bay, but it may be good to live somewhere else"
instead, they'll probably say "Hi, i'm Dom! I'm moving here to Bloom Bay, and i'm very excited, indeedaroo!"
I don't think they'll give you the option to ask them if they want to come to your island instead.

no, once they’re in you have to wait for the move out dialogue.

Also I’ve heard someone you cannot kick out you’re most recently moved in villages. I haven’t fact checked that though so I might be wrong.
